I have a vaillant atmoMAG water only boiler, temp wont go over 38.?

the temp of the water was up to 50 plus,over the past 2 weeks its not reaching over 38. its 4 years old, i have cleaned out the water tubes and their clear. if i cut back the water flow, the flame dies down if i keep going it eventually cuts out.
